THE SPECIFICATION OF DEMAND AND SUPPLY ON REGIONAL AND LOCAL MARKETS IN THE CHEMICAL AND PETROCHEMICAL INDUSTRY OF KAZAKHSTAN

Summary 

In the article are considered formation of the chemical and petrochemical industry in regions of Kazakhstan. The existing problems and the directions of the solution of these problems are shown.

The following problems of characteristic of chemical industry are:

1) lack of access to hydrocarbonic raw materials – to oil and products of her primary processing, natural gas.

2) The insufficient volume of processing of the extracted oil.

Also in the article  directions of solutions of these problems are offered: At this stage of development of chemical industry by the most productive for Kazakhstan has shown experience of industrialization of several countries, the combination of directive and indicative methods of management of development of branch.

The sphere of directive methods treat: Budgetary expenses on creation of the infrastructure necessary for implementation of industry investment projects; formation of system of reduced rates for transportation of chemical production taking into account optimum schemes of logistics and price competitiveness of production in the world market and others.

The fact that the state creates the general favorable conditions for activity belongs to indirect (indicative) methods, but doesn't interfere with it directly. It is possible to carry to the sphere of indirect methods of state regulation: creation of legislative conditions for development of chemical industry, formation of the stable legislation; formation necessary (but not superfluous) tax benefits and other preferences (including in the field of the customs duties) for ensuring price competitiveness of chemical production of branch in the world market; granting the state credits on a low interest rate and guarantees; stimulation of direct foreign investments by creation of special economic zones and industrial zones; training of personnel for branch; stimulation of demand for production of branch. Combination of these methods in total will give that positive effect which influenced the effective growth of chemistry and petrochemistry in regions of foreign countries.

The measures considered above will help with further  formation of the chemical and petrochemical industry of Kazakhstan and with development of methodical bases of creation of the long-term program of development of the chemical and petrochemical industry of Kazakhstan!
